A Public Hearing will be held on Thursday, March 12th, at 6:30 pm in Council chambers, located at 400 Main Street. Members of the public can attend and speak at the hearing, or hand in written submissions. Written submissions can be also emailed to admin@townofyarmouth.ca, or delivered to Town Hall, and must be received by 12 pm (noon) on March 9th, 2026.
This Public Hearing will address the following items:
1. Sale of Town-Owned Property at 22 Chester Street
The Town of Yarmouth is holding a public hearing regarding the proposed conditional sale of a Town-owned property located at 22 Chester Street (PID90205428).
The conditional sale (for $1) is being considered in response to a proposal submitted by Wenjikwom Housing Commission Society under the Surplus Lands for Affordable Housing Policy. The proposal seeks to construct a new residential development pending completion of the conditional sale of 22 Chester Street between the builder, and the Town. The estimated market value of 22 Chester Street is $25,000. The developer will make a presentation to Council and offer details about the intended development during the hearing.
Under Section 51 of the Municipal Government Act, the proposed conditional sale of the property for $1, requires a public hearing as the lands would be sold for less than market value. This provision allows council to approve such sales to support developments that benefit the community. 2. Road Closure
The Town has initiated closure of approximately 500 square metres of existing road adjacent (shown below) between 1 Forest Street and 228 Main Street to allow for the intended sale of the former Tourist Bureau (also known as the former Visitor Information Centre). As part of the road closure process several housekeeping amendments to the Land Use Bylaw and the Municipal Planning Strategy are also proposed.
Council has approved to move forward with a Public Hearing prior to consideration of the road closure and associated amendments. This Public Hearing will address the following item:
Housing Accelerator Fund Action Plan – Planning Amendments
The Town was successful in its application to the federal Housing Accelerator Fund, with its application including an initiative to undertake regulatory changes to support housing. The proposed amendments to the Municipal Planning Strategy and Land Use Bylaw implement this initiative through a variety of ways, including clarifying permissions for accessory dwelling units, refining residential lot requirements, enabling more housing downtown and updating regulations for supportive housing.
The proposed Land Use Bylaw amendments also include a set of rezonings of lots in proximity to several key Town institutions such the Yarmouth Hospital and the Nova Scotia Community College. For a complete list of properties to be “upzoned” see the table below.

PLEASE NOTE: Council held a public hearing on this topic on January 8th, 2026, and decided to hold another public hearing to provide additional time for residents to familiarize themselves with the proposed changes, including the targeted upzonings.
