Directory of Committees

Much of the Town Council's work takes place through a variety of committees, most notably the Committee of the Whole, which consists only of councillors. To assist the Town Council in making informed decisions, Council also appoints people to a variety of Citizen Advisory Committees and Municipal Corporations and Boards.

Council Advisory Committees

Committee of the Whole

In November, 2008, Town Council adopted a Committee of the Whole model to replace all committees where the membership was entirely made up of Councillors. In doing so, Council consolidated Finance, Audit, Public Works, Dangerous and Unsightly Premises and the Nominating Committee into one monthly agenda, rather than having five separate meetings.

The Committee of the Whole meetings provide an additional monthly opportunity for citizens to make presentations before all of Council. It also provides an additional opportunity for appeals of licensing and permitting refusals to be heard.

The Committee of the Whole normally meets on the fourth Thursday of every month, at noon.

Citizen Advisory Committees

Climate Change Committee

The mandate of the Climate Change Action Plan Committee was to develop the Town’s Climate Change Action Plan. Though this plan is a separate and distinct plan from the Town’s Integrated Community Sustainability Plan (ISCP) which is part of the Town’s Municipal Planning Strategy (MPS), the Climate Change Action Plan supports the insertion of Climate Change Action Plan policies into the Town’s Municipal Planning Strategy as part of this overall process.

Communities in Bloom Advisory Committee

The mandate of the Communities in Bloom Advisory Committee is to act as an advisory committee to the Council of the Town of Yarmouth respecting:

  • preparation or amendment of documents for submission to Communities in Bloom
  • public relations respecting the Communities in Bloom Program
  • projects within an evaluation criteria

The committee meets regularly on the first Wednesday of each month, and consist of:

Community Asset Advisory Committee

Created for the Community Asset Donation Program, this Committee consists of at least one member of each of the Heritage Advisory Committee, Communities in Bloom Advisory Committee, Waterfront Development Corporation and the Yarmouth Town Council. Further, one representative shall be encouraged from non-profit groups such as the Milton Improvement Society and Yarmouth Garden Club to a maximum of three seats. Further, the Yarmouth Parks and Grounds Supervisor or designate shall serve on this Committee in an advisory committee. Any donation of a specific nature is subject to the approval by Town Council, upon recommendation by this Committee. Members shall be appointed by Council in accordance with its Committee Appointment Policy.

Emergency Management Committee

The Joint Emergency Management Executive Committee is a committee established jointly with the Municipality of the District of Yarmouth. The mandate of the committee is to:

  • advise Council on the development of municipal emergency management plans
  • present municipal emergency management plans to Council
  • submit to the Councils for inclusion in their annual estimates, estimates of expenditures for the operation and maintenance of the Joint Yarmouth Emergency Management Organization
  • brief Council on developments during a local state of emergency
  • perform such other duties as may be required by the Council

The Joint Emergency Management Executive Committee meets on the first Tuesday of the month at the Emergency Operations Centre. Its members are:

Heritage Advisory Committee

The mandate of the Heritage Advisory Committee is to advise Town Council on matters respecting:

  • the inclusion of buildings, streetscapes and areas in the municipal registry of heritage property
  • an application for permission to substantially alter or demolish a municipal heritage property
  • the preparation, amendment, revision or repeal of a conservation plan and conservation by-law
  • the administration of heritage conservation districts pursuant to the provisions of the Heritage Property Act
  • an application for a certificate that is required by the Heritage Property Act or the conservation plan and conservation by-law to go to a public hearing
  • building or other regulations that affect the attainment of the intent and purpose of the Heritage Property Act
  • any other matters conducive to the effective carrying out of the intent and purpose of the Heritage Property Act

Pension Advisory Committee

The mandate of the Pension Advisory Committee is to review the operation of the Pension Plan (1) to provide advice and information to Council and Plan members on all matters relating to the Pension Plan (2) without limiting the generality of the foregoing:

  • to ensure that the Plan, as administered by the Town, is conducted in a manner consistent with the provisions of the official Pension Plan document and governing legislation
  • to advise Council on matters relating to any new plan or on revisions to the existing plan

The Pension Committee meets quarterly, at the call of the Chairman. Its members are:

The mandate of the Planning Advisory Committee is to act as an advisory committee to Town Council respecting the preparation or amendment of planning documents, and respecting planning matters generally. Its members are:

Police Advisory Board

The Police Advisory Board provides advice to the Council in relation to the enforcement of law, the maintenance of law and order, and the prevention of crime in the municipality. Its role is to:

  • determine, in consultation with the Chief Officer or the Chief Officer's designate, priorities, objectives and goals respecting police services in the community
  • ensure the Chief Officer establishes programs and strategies to implement the priorities, objectives and goals respecting police services
  • ensure that community needs and values are reflected in policing priorities, objectives, goals, programs and strategies
  • ensure that police services are delivered in a manner consistent with community values, needs and expectations
  • act as a conduit between the community and the Yarmouth Town RCMP
  • recommend policies, administrative and organizational direction for the effective management of the Yarmouth Town RCMP
  • review with the Chief Officer or the Chief Officer's designate information provided by the Chief Officer respecting complaints and internal discipline

Yarmouth Recreation Committee

The Yarmouth Recreation Committee is a joint committee of the Town of Yarmouth and the Municipality of the District of Yarmouth. Its mandate is to identify, develop, implement, provide, expand or otherwise ensure that recreational programs, activities, and events are available to residents from the Town and the Municipality of the District of Yarmouth, on an equal basis.

The committee meets monthly on the first Wednesday of the month. The members of the committee (appointed by Town Council) are:

Municipal Corporations & Boards

Mariners Centre Management Board

On behalf of the Town and Municipality of Yarmouth, the Mariners Centre Management Board administers and manages the Mariners Centre property. The Board has final and binding authority on all matters respecting the repair, renovation, maintenance, use and activities carried out on the property.

The board meets on the 3rd Wednesday of each month. Members of the Management Board appointed by the Councils are:

Waste Check

Wastecheck is the regional solid waste authority for Digby and Yarmouth Counties, with a board comprised of two appointed representatives from each of the member municipal units. The mandate of Wastecheck is to:

  • identify options for an integrated solid waste-resource management system for the Region which are environmentally sound, socially acceptable and financially feasible
  • determine the optimum solid waste-resource management system for the region as a whole, giving appropriate consideration to maximizing long term benefits (ecological, social, and economic) and minimizing capital and operating costs
  • identify reduction, reuse, recycling, composting and construction and demolition waste recovery programs, consistent with the selected option for disposal of residual waste and which will achieve the target of 50% percent diversion by the year 2000
  • notwithstanding the 50% diversion target, indentify options for each of the specific diversion programs which may be more capital intensive and have higher operating costs, but which will enable the region to exceed the target and generate higher diversion credits from the Resource Recovery Fund Board Inc.
  • increase public awareness of the regional solid waste resource management and promote participation in existing programs while the regional plan is being prepared
  • act as the steering committee guiding the overall process and monitor the work of the subcommittees, review progress at key milestones and adjust the work plan as determined appropriate
  • administer the project budget within the amount provided by the Department of the Environment

The Wastecheck Board meets on the second Monday of every month. The members appointed by Town Council are:

Yarmouth Airport Corporation

The Yarmouth International Airport Corporation is a municipal corporation responsible for all aspects of development of the Yarmouth International Airport (YQI).

The Town of Yarmouth partners with the Municipalities of the Districts of Yarmouth, Argyle, and Clare to form and support the Corporation. Each Municipality appoints two representatives to the Board of Directors, which meets each month. The Town's appointees are:

Yarmouth Argyle Home Support Services

Personal independence is important in our sunset years. Yarmouth Argyle Home Support Services (YAHSS) was formed to support clients in their own homes to maintain their independence as long as possible. The mandate of the YAHSS Committee is to deal with any concerns that arise within and concerning YAHSS, and to ensure that YAHSS is equipped with the necessary resources to provide the following support services to the residents of the Town of Yarmouth and the Municipalities of Yarmouth and Argyle:

  • personal care
  • meal preparation
  • light housekeeping
  • occasional errands
  • respite visits
  • in-home palliative care

Yarmouth Water Utility

The Yarmouth Water Utility was created to oversee our domestic water infrastructure. In turn, the committee that oversees it was created to ensure that the citizens of Yarmouth have suitable water for drinking and household purposes. The committee also ensures that the water utility system is kept in good working condition.

Yarmouth Waterfront Development Corporation

The Yarmouth Waterfront Development Corporation (YWDC) is a limited company, established October 15, 1993, to oversee the development of the Yarmouth waterfront area to support tourism and the related economic benefits for the Town of Yarmouth and the surrounding area. YWDC is governed by a 10-member Board of Directors, made up of individuals from business, partner organizations, and municipalities in the area. The current Chairman of the YWDC Board of Directors is the Deputy Mayor of the Town of Yarmouth.

The members of the Board of Directors are:

Yarmouth and Area Industrial Commission

The YAIC is owned one-third by the Town of Yarmouth and the Municipalities of the District of Yarmouth and Argyle. The organization deals with 4 primary mandates:

  • the port of Yarmouth assets and operation
  • the dominion textiles building rental and operations
  • the restoration of the ferry service
  • the medical clinics

The Board consists of 15 councillors, 5 from each of the 3 partner municipal units.
