According to the Municipal Government Act of Nova Scotia, Council and committees appointed by Council must hold their meetings such that they are open to the public to attend.

Citizens may attend and listen to the discussions and decisions, but only those citizens who are on the agenda may address Council or a committee.  Exceptions include public hearings, public participation meetings and second reading of any by-law under consideration.

Council and committees appointed by Council may meet in closed sessions to deal with matters relating to:

  1. purchase, sale, lease or security of property;
  2. setting minimum price to be accepted at a tax sale;
  3. personnel matters;
  4. labour relations;
  5. contract negotiations;
  6. litigation or potential litigation;
  7. to receive legal advice eligible for solicitor-client privilege;
  8. public security

It will be noted in the minutes of an open meeting of Council or a committee if a closed meeting has been held, and generally, the matter under consideration.
